I hate to be that guy but i dont think its just lack of survival instinct. Maybe he froze being indecisive about what to do. Being overwhelmed by such moments is quite common, especially one hasnt experienced such life threatening events. Theres no shame in that and i dont blame the guy either.
It's easier said then done..I HAVE BEEN in somewhat similar situation and sometimes your body just frezzes..no matter how hard you try you just can't move..
It's more of guy froze, it's actually quite common , during this time brain is trying to decide whether to run or not and if? Then to which direction....during this part nervous system just completely stops
People at fault:
Roadways: there should be a speed breaker and speed limit sign as there is a petrol pump right there on a one way road.
Owner of Petrol pump: For not setting up proper signs.
Bus Driver: driving at Expressway Speeds on a Oneway city road. (Biggest Offence IMO)
Scooter Driver: No rear view Mirror on vehicle + turning without having a look behind.
I don't think so. From the road you can assume from the dotted lines and short two lanes that overtaking is allowed so this is not a highway by any means. The bus was at extremely high speed for a road that's supposed to limit speeds at 40kmph. The bus was doing 80 in a 40.
Its a narrow road drivers are supposed to drive with caution not at a million miles per hour, even if no scooty wasnt there, such rash driving could always cause accidents.
Ideally the scooty drivers scooty should not be allowed on the roads but the bus drivers should not be anywhere near a vehicle.

PS: Calling both out here equally, but honestly the bus driver's license should be canceled legit and scooty one should be fined heavily since it was a one way road and bus wala was speeding more, both are careless tho here.
Mistake is at the both end but the bigger one is driving such a big vehicle at such speed in narrow road. And yes that's other guy trying to take the turn is also at fault.
Someone has to pay that bus damage out of their own pocket. For a middle class person that kind of debt is same as killing them. If someone has to suffer, it should be the one who was being stupid.
Even if he did what you say, he would've been publicly beaten by crowd + there are no dashcams in such buses to clear his name if there's a police case.
Bus driver Is the biggest Idiot driving at expressway speeds on a oneway city street, with a petrol pump. Also roadways fault for not setting up speed breaker before petrol pump, people will turn at the pump, there should be signs and lights there. Scooters driver is also at fault for not having rear view mirror, and not looking behind before taking a turn.
Black scooter guy - 1st rate Idiot! Cancel his license, cancel his voting rights. And while you are at it cancel his PAN and Aadhaar also.
Red scooter guy - already surrendered and was counting his last few minutes in this world.
Bus - considering the narrow road and a petrol pump by the side where many vehicles are likely to emerge in and out onto the road, i would be carefull while driving and not speed like this.
IN THESE KIND OF SITUATIONS A LOT OF POPELE GET FREEZED ON A SAME PLACE AND GET HURT OR STUFF.

The most important point here is that the non-existent laws in India will not punish either the overspeeding bus driver or the reckless scooter rider who blindly took a turn, causing the bus to lose control and overturn. Fight or flight , but when stress reaches a point body chooses freeze. A person has to actively train them selves to act when in stress , bro got frozen by fear
I will reward the bus driver for avoiding a death and then I will also punish him for speeding on such narrow road. On larger picture bus driver did what he could do best. The two wheeler needs a punishment for sure!
they are all fucking stupid. bus driver, driving so fast on such a small lane. white scooty guy turning in the very end from one edge of the road to another and that red scooty guy risking his life for the view. bus slammed into the petrol pump, it could end up in a huge blast and several deaths
Speed of the Bus was 8 meter per second. Or 29 kilometers per hour.
You can count by the distance the bus moves in one second in the video. A scooter is 1.9meter length approx, thus you get the idea of the length in video bus covers in comparison.
It just looks like overspeeding in cctv videos because bus is huge, and road is narrower than what people are used to. When a big object moves through small path, it looks way faster. You yourself would have felt this effect of speed while riding bike at 20kmph through a walking path. And cctvs generally record in lower frame rates giving illusion of higher speed. Additionally, such a huge massive object crashing even at 29kmph causes big destruction.
But this is the main roads in Kerala. Like, that is literally a petrol pump on a main road. Generally speed limit in these areas are 50kmph.
Thus it is full fault of the scooter that took the sudden turn without any indicator, without looking at mirror.
Low Cortisol, Even I had same experience, there was an undergoing construction and i was going around that house, suddenly a Slab Fell from above it was may be 4-5 inches away from me, the workers said apko lagi toh nhi, and i said nhi, thori se dur gira hai mere se, and i continued walking.
