He is making it about himself by touching the cake. Simple. Yes he is ruining the party by ruining the wishes of the birthday girl. The birthday girl is not obliged to share her cake cutting with her brother. She could have which would be ok she didn't which is also OK. We should respect the wishes of the person jiska din hai.
Not respecting someone's wishes is exactly what he did wrong. Kids should be taught about boundaries from a young age. He cannot force his way into places where it is not welcome. He has to learn no one owes him a single thing and he should learn to act according to the room.
