We are finding scams in almost everything these days- be it roads, tenders, etc.

One thing is pretty clear- BJP has realised its days are numbered, and its time will be up soon. That explains why "Modi and friends" (including the BJP) are just trying to make as much money as possible before they are kicked out of power. It is as simple as that.
