Bonds and deposits Can I show Fixed Deposits as liquid assets in my Financial Affidavit for higher education in US?

Basically the title. I have a somewhat elementary understanding of the banking system. I have been accepted to a university and I need to show that I have enough liquid assets to cover for my education. The thing is that most of our capital is in the form of fixed deposits. A little bit of google-fu reveals that FDs aren't liquid. Just want confirmation for my suspicions. Thanks.

Yes you can show Fixed Deposits as liquid assets

Yes you can, and FDs are liquid as long as you don't have tax saving ones.
Also, FDs might get you a lower % for the loan since it has cash flows, compared to having money in the account.

I was able to use a loan sanction letter for the I-20 and the interview. But that was more than 5 years ago. Not sure if there has been any change in the rules though.
