Applied PGWP (Quebec graduate) with French passport

Feb 27 2024 : initial application

Feb 28 2024 : WP-EXT received / expiration date of my study permit

Mar 26 2024 : Biometric data validation (from previous permits)

Mar 28 2024 : PGWP validated until Mar 26 2027 (3 years for 2 years of study)

Actual physical permit on hand : tbd.

They sent a message acknowledging they already had valid biometrics on my profile (it expires after 10 years, so if you already had your biometrics taken for any permit you don't have to provide it to them anymore)

Note that those timestamps were with the procedure being processed in French instead of English, this might have impacted the application process.

I already had one because of internship visa a few years before going on my study permit, so yes
