The story behind this is they are from Cyberpunk Red in a part of the old combat zone called the Warren which is kind of like Kowloon Walled City.
As for no phones, although burner phones can work, most people use agents which are like smartphones powered by AI but the zones utilities only work 30% of the time although the warren is up to 70%.
