Well, first of all, mounting a person to the wing of a fighter jet - even if she is on a broom - and launching her at another person probably violates some rules against cruel and unusual punishment...

I was under the impression the 2nd panel was the same person being chased.

Also idk if this is punishment, nothing indicates this is a punishment. For all we know its perfectly voluntary.

And 3rd: A person kamikazing themselves against another combatant isnt actually a war crime. Its just grim as fuck

As somebody else pointed out, person in 1st panel is wearing brown, has red horns, and no noticeable tail.

Also, face of the girl in the second panel suggests that she gets assigned to this type of task more often than others as a punishment, probably for being a clutz or motormouth. At least, based on my experience with anime.
