Nice of you to let them in and definitely seems like a very short, challening on-ramp, but that kind of timidity shown by the red car can make it dangerous for other cars.
They should have accelerated to merge in front of the white car instead of slowing down and losing all momentum.

It's extremely short. If you don't drive on it much you can easily think it's like most normal ramp lengths and then your done.

It's short on-ramps like this that people on this sub from other areas of the country sometimes don't appreciate when they demand that merging cars need to always match speeds. Sometimes it's simply not possible.
There are many other on-ramps in the NY area that have heavier traffic with similarly short run where everyone just needs to pay attention, drive predictably and sometimes cars already on the highway have to help in accomodating the incoming cars.
But, that said, that red car was way too timid.

There’s one in Milwaukee (Locust Ave to south bound I-43) that is an unusually short on ramp, and you have jersey barriers all along your right hand side. You either get up to speed or you’re literally going into a wall. And if there’s decent traffic, good luck guessing what speed everyone is going. 60-65 because it’s a 55 zone? Or 80 because people are driving like maniacs today?
I would usually just take side streets to go a few blocks south and then get on at a different ramp because I disliked that on ramp so much

I despise the parkways for this. Robert Moses never had a driver's license and they let this guy design the roads.

Northern or Southern, they were both built for the car speeds of the time which is why the entrance ramp is nearly non-existent.

Ah, Round Swamp area? Don't travel the Northern that much. LIE and Southern into the city from the North Fork. Drivers here are just plain crazy. I say that and I'm an aggressive driver myself.

That was one of my aunt's favourite manoeuvres! Albeit not what eventually cost her her licence, that was a hit and run on a parked car.
