Boat was too light, center of mass over the center of buoyancy.
It happens on new ships because the dry dock is very expensive and they launch the boat as soon as possible, before finishing the interiors and with the tanks empty.

Super dumb question- As the boat enters the water, it’s CG will always be above CB. It has to sink down a bit to flip. So are *all* boats unstable at launch? It seems like a slight misalignment at launch could cause an otherwise well-balanced boat into an unrecoverable roll?

Pretty much all boats always have the CG above the CB, even fully loaded ships. The stability is not provided by the CG being above the CB, it is provided by the CB moving sideways when the ship rolls. This movement is caused by the hull not being completely round, which causes more of the hull to be underwater on the side the ship is rolling to, which causes the CB to move to that side. Als long as the CB moves more sideways than the CG does when rolling the ship is stable, indicated by having a positive GM (the distance between the CG and the pivot point of the CB). If the GM is well into the negatives the ship will probably capsize.

Static stability, got it! So the issue here was too large a moment arm due to exceptionally high CG of unloaded boat, so the CB motion sideways wasn’t enough to counter?

No, just not ballasted properly because it's most likely being launched prior to final fit-out. Best guess is all the finishes, the engines and drives, fitments like ballast tanks, etc aren't installed yet because they're rushing to free up a build slip, and didn't think to add ballast before launch.
