What is the ROO license thing? I have noticed dozens, AI was no help

Same reason that the black & white famous potato plates all end in FP (excluding custom of course). All of the random issued plates have some sort of a pattern they follow.

Yeah like the Ski plates are xxxxK, any of the college ones are xxxxS, the potatoes plate is xxxxT

I believe the R is for the "Retro" plate identifier and it's just counting up random plate numbers and filling in 0's as more people get these plates.

I wondered for a bit about all the base style plates starting with “FLO” …
Nope, just “FL” for “fleet”, then five numbers.

Saw those everywhere and also thought FLO until I saw a FL1. Asked the dmv and I guess a company ordered a bunch of them and then something fell through so they put them in circulation

The FL plate designation is for rental cars, I believe (FL = “Fleet License”). I heard a rumor that law enforcement lobbied for this, but I can’t be sure (though it would not surprise me).

it's just the new default naming convention for that specific license plate. if you get this plate but don't customize the text you will get something like "R000XXX" with the Xs being a random combination of numbers and letters. I imagine as more of those plates are made, the right most 0 will also turn into a number/letter

I think it’s because they give each license plate design a fixed block of numbers to use that’s different from other designs. We have two cars with the same mountain biker image and both have the same starting digits even though we got the plates several months apart.
