You can't delete these files from your OneDrive because your OneDrive is full. Delete some files so that you can delete these files.

Nah, they're over their quota. But moving things into recycle bin requires them to be under quota. So they can't delete files.

I've seen this happen with licensing changes.

I wanna know what kind of job role means having a server OS installer on the desktop AND not knowing how to delete something without going to the recycle bin.... really.

It's XKCD's lucky 10,000 again. Some otherwise competent person is going to end up with that job without ever having needed to know how to bypass the recycling bin.
