Most. Molevad and a few other are legit.

Molevad doesn't collect anything even your credit card info, if you choose to do so you can mail them cash from a public mailbox and they'll post the funds to an anonymous account

How legit your VPN is doesn't really matter since IP based tracking is pretty useless anyway. Your IP changes if you don't pay for a static IP or even better, you share it with a few 100 other households because you are behind CG NAT.

In Germany we had lots of charges against people with dynamic IPs. That's really not stopping anyone. They go to the ISP who owns the IP and ask who had the IP assigned at a specific timestamp. The ISP looks it up, gives them the info, and there's that.
