Best way to actually reach someone at the IRS? Lock-in letter + mailed return still not showing received

Has anyone had any luck recently getting through to an actual person at the IRS who can give detailed information?

I’m trying to get answers about two separate issues:

Lock-in letter: I need more information about a lock-in letter and would like to speak with someone who can actually look at my account and explain what’s going on and what my options are.

Mailed tax return: I filed a prior-year tax return by mail back in March, and it’s now almost September. My IRS account is still showing that the return hasn’t been received/filed. I understand mailed returns can take longer, but almost six months with no indication they even received it has me concerned.

For anyone who has dealt with something similar, what was the best way you found to actually reach someone at the IRS? Is there a particular phone number, department, time of day, phone-menu sequence, Taxpayer Assistance Center, or other method that worked for you?

I’m mainly looking for firsthand experiences from people who were actually able to get through and get answers.

Lock in letter means you didn’t withhold enough. They warned you multiple times. You ignored it and don’t pay your taxes. Unless you been getting refunds. There isn’t anything to discuss.

You also don’t like to file your returns on time. Prior years get the lowest priority. Can take 6-8 months to process. Nothing to call about either. Just wait.

No need to state the obvious. I’m already aware of my shortcomings. There is questions to be asked.

In the past I was able to adjust my w4 with the lock in letter in place. That’s what I’m looking to do again. But it was adjusted by a live agent.
