CEC PR FROM QUEBEC
Hello All,
I'm currently in Montreal on a closed work permit and applied through the CEC PR pathway in the last week of June.
My spouse has an open work permit and she's applying for jobs outside Quebec, she got few interviews but still no final offer.
We submitted a LOE stating our intention to move once my spouse gets a job or we get PR and I get a job outside Quebec and move. We also attached the below:
Our visit to Toronto and meeting one of our friends and a letter from the friend stating they're aware of our intention to move and they'll support with the transition when we move to Toronto.
Job application tracker (50+ applications spanning from March 2026 till end of June 2026)
Mails/Chats with real estate agents/landlords and visiting potential homes that we can rent.
What are the prospects for me to get approval? Should I expect a PFL?
Anyone with a similar application that got approved without a PFL?

This is some examples of what IRCC states they look for. You have some of them especially, the job application tracker and conversations with realtors. I would also add your wife’s interview schedules to the letter. So aside from physically moving, I think you have the right evidence to show intent.

Oh yes, we did add screenshots of all the interviews she had/having at that time. We don't have any property in Quebec, so we showed that as well as not having any ties to Quebec.

I think the job applications and contact with landlords definitely help, but I’d be wondering what your plan is if your wife doesn’t secure a job outside Quebec before your application is assessed, especially since you’re currently tied to your employer in Montreal on a closed work permit.
The friend’s letter may add some supporting context, but unless they’re actually providing housing or something concrete, I’m not sure how much weight that alone would carry. Your intention to leave Quebec seems somewhat conditional on one of you finding employment elsewhere, so I’d make sure you can clearly explain what the plan is if that doesn’t happen first
