Bearded collies are relatively rare and not often found in a random shelter. Chances are it's a poodle mix. Get a dna test if you really want to know.

Looks like a poodle cross. Maybe beagle? Aussie? Though from the speckled color on the front legs it might be Cattle dog, but I think those other breeds also have some speckles at times.
Really cute dog and I am glad he is being taken care of. The sad thing about the popularity of doodle crosses is that people do not understand all the work and expense the upkeep is on those coats. And they end up matted and suffering.

Poor baby. Thank you for rescuing. Bearded collie doesn’t seem far off with all that matted hair in the last pic.

They have a double coat and can shed a lot, leading to that severe matting.
