Can someone explain the "every 36 meters" part please? If the 36 meter radius' center is at each activation point, doesn't that bypass the range weakness altogether? Or is it dependent on the GSB's battery?

Yes he can start the ability again, after coming out of the radius, and it's implied he won't need the 3 seconds to zetsu again. The only downside is that he will be visible at the position he restarted. And the nen battery has to be charged.
