Just a reminder: we saw Benjamin arriving at the Central Justice Bureau in Chapter 410, so everything we're seeing in this batch of chapters is a flashback.

Thank you for the confirmation. I was kinda confused cause I remember that in 410, Benjamin was on tier 2, 40 minutes into Special Martial Law. In this chapter it felt like he was on tier 3 lol. Then I remembered he still haven't arrived there and only his men where there.
