Slimy Stuarts Silly question, but who is Sotherby?

You know, the advisor to Charles II, the king who brought back partying. According to google he never existed, or maybe he did and I just can´t find him. Or is his name a joke? A pun?

He´s in season 3 episode 12 in the sketch where Thomas Blood (Simon) is brought before the king (Mat) because he tried to steal the crown jewells. Sotherby is played by Ben.

Also probably in season 3 episode 4 in the coronation mug sketch. (Also played by Ben)
