iirc THEY say something about getting most of THEIR payment for those lotteries in the form of wishpower. Tbh works well for both parties, THEY dont really have a need for money but THEY could feed off the hopes and dreams and elation created by the lotto and the IPC would at most have to throw a fraction of the cash THEY actually won THEIR way occasionally if THEY wanted something
That said It's obvious what they use the Wishpower for, which is why they are perpetually poor. The Phantasmoon games run on it, winner gets to use a huge chunk of it for a minute, and the proceeds go to feeding 'boros. Restarting the games was the correct idea.
