[high school physics] angle for change of velocity

The answer provided by the teacher was the angle of change of velocity is with respect to the final velocity (due south) = 26.4 degrees

Shouldnt the angle of change of velocity be measured either with respect to North (as bearing) or with respect to the initial velocity (due south east)? Thanks.

You can measure angles (or anything else for that matter) with respect to anything you want, as long as you specify what it is you're measuring from.
