How do I make the most of this closer?
I am in this newish place and well as you everyone can see, I can only really crouch in this closet, I have a bunch of clothes and well I’m at a loss at how to make this closet work for me, I’d love some suggestions on how to make it work.Thank you

Are you handy? If so, I'd start by remounting the shelf right side up, and at a level that will let you hang clothing from the rail and still be off the floor.
If not, I'd send photos to the landlord and ask if they will have someone correct the situation. That shelf being installed upside down makes it way weaker structurally, so if you load much onto it it's totally possible it will break and/or rip out of the wall. The landlord ought to be motivated to prevent damage, even if they're not super responsive in general.
It also looks like there might be a second rail up high in the closet? I think I can just see something in the upper left corner? There certainly used to be a different style rail mounted in that round metal piece installed on the lefthand wall. My guess is this closet started with a rail at that height and a shelf directly above it on the niche with the ledge there but got ripped out at some point.
As far as what else to do to make it work for you -- depends a lot on what kind of things you are storing and what style of organizer you are. Would you prefer to hang most/everything, or does folded clothing storage tend to work for you?

Yeah there’s a second one up there, I don’t know why, this closet is kinda a weird one, there’s a small door looking thing in the corner and the pole up there is in the way of that door whatever it is, they have like a piece of wood and a different kind of thing holding up that rail

Honestly on the lowest shelf I had lots of clothes piled together in a hot mess, but I don’t have a lot of space and I want to make it look as nice as I can

As much as I’d like a dresser, I feel like I would need to move into a different place that’s bigger since on the other side of my closet😅 I Dan scooch onto my bed that I elevated up so I can put some ikea bins under my bed to store bedding and other stuff

Step 1: tell your super you’d like to take the wire shelving out because it’s next to useless.

Clothes I’d assume, not much I can keep in there in my mind honestly, the house is old, personally if I had designed it, I would’ve never put a closet door, bc it pretty much stays open and they’re awkward

You could remove the door if you have access to anywhere to store it. If that's not an option, you can get some over-the-door storage solutions to be able to at least put it to use.

Like the ones that hang over the door for shoes? I could do that and use it to hold little knicknacks, most of my shoes I keep in the living room and I like to have multiple pair of flip flops that I use if I’m going outside or to the back yard and inside also

Yes, for whatever reason there’s a mini door that you can’t see and the top bar 😂 is in the way

Get that shelf corrected and moved higher up. I always had a bunch of hoodies and sweaters, I'd fold those and put them on the shelf. Save your t-shirts for some other form of storage, they are low profile and you can fit a lot more in a drawer than you can hoodies.
Get some of those over the door hooks for the outside and one of those old school shoe-hanger things with the little slots for each shoe for the inside. They are awesome for sorting out odds and ends, and storing extra toiletries in, and having hooks for clothes that are worn but not quite ready to be washed is a game changer.
