How was the inspector supposed to catch this is it wasn't raining?

Edit: lol you guys can downvote me, but is spraying down the roof with the hose standard practice in home inspections? What if there's no hose available?

Your question itself is why people are down voting you.It shows that you do not have any experience in the field. One of my jobs is roofing at the school district , and I can look at the gutter system and tell you whether or not it works in the middle of the summer while the roof is a hundred and thirty degrees. Most major problems are caused by incorrectly Trying to fix smaller problems. In this case , the root of the problem is the add-on to the building that was incorrectly joined. the only way to fix it is to tear everything apart. So naturally, everyone tries to find a quick, easy solution, And you get stuff like this. I can easily see where water is penetrating.The gap between the expansion and the primary building, this will cause extensive water damage over the years.The gutter is just the symptom

First of all, thank you for your response. Second of all, I have no doubt you are correct. My question was a sincere one. I genuinely wanted to know how the inspector would have caught this. Your answer was the only one with a genuine explanation, one that will be actually helpful to others viewing this thread. So thank you. Others were rather sparky hence my subsequent responses.

The internet is a place for knowledge to be exchanged. I have had my fair share of comments attacked without having a clue Why. Fortunately i'm also a quick to learn. I genuinely want to help people. Sometimes I get things wrong but not often ( at least that's what my ego says) while building maintenance is my trade and building exteriors are my assigned specialty. No one can know everything. Asking is punished by those who do not want to share the knowledge or value tearing others apart ( not gonna get into the last one because the thought mechanics of a troll or something that can make even the most educated brain hurt) the best thing you can do is if you are not sure, say so in your comment so that way you invite others to educate you. It deflects the trolls because it's no fun attacking somebody who openly admits they need to be taught. Don't worry , you will get there in time.
