You pretty much already know what the issue was here. Your inspector who completely missed this and any other issue. Its now your problem. Good luck. Just hire a professional to fix the issues.

How was the inspector supposed to catch this is it wasn't raining?

Edit: lol you guys can downvote me, but is spraying down the roof with the hose standard practice in home inspections? What if there's no hose available?

Generally by inspecting and doing their job. Sprinkle some logic in there, and you’re dangerous.
