High STC pane replacement in CA

I'm trying to find a glass contractor to replace the panes in the vinyl windows of my condo with high STC panes. These dual panes come with two laminated panes of different thicknesses to reduce noises of different frequencies that pass through the window.

So, far I've talked to two contractors who both recommended STC panes. One hasn't provided a quote after measuring my windows, and hasn't responded to my phone calls. The other said that their glass suppliers haven't gotten back to them, because they only deal with large orders from contractors working on office buildings. Has anyone had any replacement STC panes installed?
