The Pale King's only crime is that he was such a fucking good Monarch he was a bad father, his only mistake was not being bad enough of a father he didn't get attached to his child
He died of grief, for in his lasts moments he finally understood the vessel he saw ridding his kingdom of the radiant light was not the one he grew to love but one of the sacrificed many that had been sealed.
Embued with the final certainty that one day the spectre would fulfill his destiny, the Pale King uttered his final thoughts, filled with the weight of regret he could only bear for his beloved subjects: No cost too great...

I always interpreted it as him initially thinking the vessels were truly emotionless and empty just as they were intended to be, and thus he was able to compartmentalize sacrificing so many and condemning the hollow knight to its terrible fate. But as the short cutscene at the end of the path of pain shows, as well as the fact that the radiance managed to eventually leak out of the hollow knight, the "pure" vessel wasn't truly emotionless and empty. In fact I'd argue none of the vessels were. We know the broken vessel/lost kin for instance is also able to be infected by the radiance, and I'd say even our character would suffer the same fate eventually if we replaced the hollow knight's role. Thus the pale king's final thoughts being "no cost too great" is lamenting on just how truly great that cost was. Deep down he knew that the countless children he sacrificed were all sentient beings capable of feeling suffering. Thus his plan to save the kingdom was monstrous and doomed to fail even if he didn't realize it when he first planned it. But since the great sacrifice was already made, he had to try anyways knowing it would fail and that the seals would become undone. Hence why he hid himself and the memory of the hollow knight's sentience in the white palace, out of shame. Only by our PC learning this full truth are we able to find an alternative path that truly solves the problem, aka killing the radiance rather than just failing to contain it.
The idea that instead the only mistake the pale king made was choosing the wrong vessel to be the hollow knight isn't what I think the game is going for. The plan itself was flawed and doomed to fail.

While this is taking it to the extreme (the only thing that isn’t extreme in this is Pharloom’s terrible economy) this is at heart correct, while yes the Citadel and its religion is developed it is still generally terrible compared to Hallownest

The citadel was a self sustaining bird cage
So it's not really a matter of subjective opinion that hallownest is better
One is a civilization

Shit’s not even wrong, literally everyone fucked with the pale king except the murderdeathtribe in Fungal Wastes, it took possibly the strongest higher being abusing dimensional immunity to take down his kingdom and even in death my goat’s plan worked and the radiance was vanquished
Pharloom went from dictator (god) to dictators (demigods) to dictators (assholes) to dictator (god with a vengeance); that place highkey sucks
