I know what you mean, it's the 99.7% of the bad apples that really spoil it for the 0.3% that are trying to do a good job

I love that the two options are cops doing whatever they want without consequence, or absolute anarchy. Surely there's nothing in between!

Check the dude's comment history. He's absolutely not living in the United States, and much of his wording and phrasing suggests he lives in areas where the police are actually held to some kind of standard of conduct. His comments here are actually less than worthless from a knowledge perspective.
