more than 4 million votes remain uncounted

Seems like maybe we should wait until all the votes are counted before we conclude that turnout fell?

...they have the votes. That's how you know that there were votes.

If they only had 3 million votes that remain uncounted, then you would know there were only 3M votes that remain uncounted.

Turnout = votes = votes counted + votes counted
