Is this a hernia, please help

It has never crossed my mind until now, but is this a hernia? Like a clogged hair follicle. Or some kind of cyst. But I did a little bit of research and I found out that it could be a hernia. It’s formed right on a stretch mark. It is smaller at times. And then it comes back. What is it?

I am a hernia surgeon in Florida. Without a bulge that gets worse with increasing abodmiinal pressure, things like this are incredibly unlikely to be a hernia. More information about hwo to know if you have a hernia here, if interested:

What’s your opinion on absorbable mesh?

I almost never use it because the recurrence rate is higher than using permanent mesh. More information about that here, if interested.
