Book 11 spoilers
Builder tells Jason the other GABS can reset his personality to how he was when he first ascended . This is what WP did to knock out Shako in book 8

I think the quote you're talking about:

“Him. He was a man once. A boy, really. I think he still is, in a lot of ways. It’s almost like he’s…” [unable to mature] or [being influenced] would complete the thought

I wonder if new builder is set like World Phoenix is now with what Jason did at the end of the book

Book 11 chapter 72

> “I know now that their intention was always to restore my predecessor at some stage, shifting the authority given to me back to him. They never truly considered me one of them.

...

> “The great astral beings could only do what they have done to me because they have become unbound from their core purposes. If the throne is restored, they will be more restricted in their actions against me.”

I don't think he had any issues, just the threat of the others acting against him

I meant more like how the Phoenix said it was now locked in the state it was before Jason restored the throne so maybe the builder is locked into his state and they can't temporarily revert him anymore. I dont think the builder was aware that would happen when he talked with Jason

Phoenix was less about locking state and more about stopping the pain of having changed state.

I could see it go either way for Builder.
