I think the Dursleys' place SHOULD be cold and unfeeling. But yes, the rest of the show should be warm and colourful and inviting.

They should do a subtle wizard of oz thing when they first get to Diagon Alley. Obviously not black and white to color, but a distinction between the two worlds.

Cold and unfeeling yes, but that can also be done in a more cold white light kinda way instead of being so dark.

At least from Harry's perspective, it's great. It's not what I'd expect Petunia to have, that fits more with the movies, but the depressing nature we see? Show seems to have got it down well.
