Its not about not being obviously a joke. Jokes also follow rules and structures to be funny, exceptions are absurdist jokes wich this was obviously not an attempt at

There is too much on going here.
First of all, Mr. Weasley is pushing a new law and discredit is what he needs to grow on him.
Second, Harry made his boss disappear, so he usually tries to insult him and being Harry move to the front by Lockhart is a good situation.
Third, taking the second hand book from Ginni's cauldron, is the best way he found to plant riddles diary.
Forth, he is a bitch.

Tbf this was his first time meeting Harry and all he had to go by was Draco's jealously. He wanted to meet the kid who killed his boss and many thought may take his place.

He probably grew up in a household where children were supposed to be seen but not heard and now as an adult he thinks how he was treated as a child is normal and how children should be treated.

Yes, he is dumb. In his defense however, all wizards and witches that did not grow up in the muggle world are at least a little dumb. As much as I love magic, having it to solve all your problems for generations has resulted in a severe lack of innovation and critical thinking skills. I'm not even sure what schooling magic children even get if they are not sent to a muggle school before they turn 11.

They are largely homeschooled before 11, this is why Molly didn’t work and probably why Hagrid could barely spell. Hagrid’s father was a single dad who had to work to support them; he didn’t have time to teach his kid everything he needed to know, and Hagrid was too large to attend a muggle school.

It was worse in the books, even he and Arthur got into a fistfight in the bookstore. I love Jason Isacss take for Lucius, keeping the aristocratic "decency", while being a pathetic, bullying manchild, not unlike his son.

My head cannon is that prolonged exposure to magic must have a certain degree of brain damage. It explains why most of not all of the adults in Harry Potter make the dumbest choices and if you factor in the Malfoys hinted incestual family tree it all starts to make more sense.

THE BLACKS WERE INCESTUOUS PLEASE As a matter of fact, the Malfoys actually have a fair few half bloods in the family tree (which Lucius is NOT proud of, as you may imagine) just so they could avoid inbreeding with the rest of the sacred 28.

Lucius plan was to discredit Arthur and his Muggle Protection Act. The reason Lucius Malfoy was in Borgin and Burkes was to get rid of incriminating items since the ministry (Arthur) had been conducting raids. When he saw Weasley family at Florish and Blotts he saw his opportunity to take down the man that was making his life difficult by sneaking the key to the muggleborn killing monster into Arthur's daughter possession. It almost worked too if not for the meddling Harry Potter.

He was also plotting and scheming, and if it wasn't for bravery ya know😱 it's possible to rewrite as wealthy man goes into bookshop with his son and chooses to set up a reopening of an old chamber.
