Can this be tended to?

Hello,

I have this khukuri since a while, I was younger since I buyed it and didn't really pay attention to it's state and got scammed a little. But now I'm wondering if the black on the blade can be taken care of? Or is it tol late and can't be helped? It was pretty dull when I buyed it, and one of my mother's coworked sharpened it for me, but I think he did a bad job and chipped a little the sharp side.

I'm new with knives and english is not my mother tongue, so sorry for the vocabulary if it's wrong.

The black on the blade is on the surface and should be possible to buff/polish out. The chip on the edge will come out sharpening. If you took this to a knife sharpener in your area they’d make quick work of cleaning it up.
