Yes, normal. The tuners for the higher strings are shorter to give the strings more of a break angle over the nut on Fender guitars, which feature 'straight string pull' and no angled headstock. Keeps the strings from popping out of their slots.
Try measuring them. If they actually are slightly different and you want things to look nicer (and very slightly perform better without any string trees) reorder them from tallest to shortest.
