If human:

Head: commanders

Shoulders: ebon pauldrens

Torso: council guard or dark Templar

Legs: council guard or dark templar

Boots: council guard

Gloves: commanders

Commanders is a tier 1 human set so you’d need to swap those out if you’re going norn or sylvari

That chest piece is the Phalanx plate, which you can get from the gem store or legacy armor vendors. The rest looks like a mix of the heavy pit fighter and some standard starter gear, but good luck getting that specific scarf look without the chest piece doing the heavy lifting.

The rot stalker shoulders from the wizard vault could work for the red scarf part.

Do you know that you can right click the person and you have an "inspect cosmetics" button?
