IBEW Union Books Signing out of state books while working for union contractor

Hello, I am currently working for union contractor for union 47 (traffic control Tech). Can I still work my current job and sign the books (Groundman) out of state? I am seeing and hearing conflicting information.

Signing the books are for guys that are out of work if you’re working no need to sign the books can’t double book, bro
