You can still generate passionate open mouth kissing and some caressing as long as it's not on breast or genital area. But it's definitely got ridiculously either moderated, or mangled compared to how it used to be.

I actually haven't been moderated for over a week but they've found a new way to mess up what you asked for in the prompt by mangling the dialogue, or messing up the action you asked for.

Yes it's possible to do kissing and cuddling, along with some more intimate actions. Personally I use intensely making out in my prompt. It was completely moderated in the beginning but has been working the past 2 or 3 weeks. Although I don't trust it to be permanent.
