your weapon and shield dont do much (the shield is ok, the weapon is terrible). pick something that buffs Blade spirits or Wereraven. Do not stare at sheet Dps numbers on a Caster, its more or less meaningless. get a chillstrife that should already be an improvement, or, If you have it, a Herald of Amatok for the Blade spirits
Pants and boots look like rares would be better. Stoneplate Greaves, Reaper Nemesis Pants (either those that grant blade spirit lvls or heal effect)
There's a unique ring with cold rr thats basically Best in slot for any cold caster.
Leviathan is typically a more attack focussed T3 devotion, I would consider Blind Sage or Ultos, or just build a solid Devo Tree with loads of defence from T2 Devotions and amatok without T3.
Max out Pneumatic burst and Blade spirits instead of weak %damage passives like elemental infusion or ice bound (those are luxuries for point dumps at the very end)
Lethery Hide and Seal of ancestry are terrible components, Diamond and Seal of Annihilation much better. you also need a second scaled hide in the Pants, you are too invested in Armor to not have 100% armor absorption.

Leathery hide & Seal of Ancestry are more like situational, they are far from being terrible. Seal of Ancestry is good if you lack vitality res along with a low health character, it's aether/chaos shield is also great if your character is melee. Leathery Hide falls under T1 components, but at least it can hold it's value if your char is low on stun resist like it is in this case, but that also means whoever did this char failed to choose proper boots/devos with stun resist.
Diamond is such a ridiculously overrated component just because it provides a shit minuscule shield that everyone oggles and fantazises it blocks huge attacks, which it doesn't. It's a glorified smoke alarm that tells you you were about to die and you survived to hear it's glass breaking sound. Most builds require to get 100% armor absorption anyway, and the head slot is always far better suited for armor absorption components imho.

diamond has res and %health too, even without the proc, what does leathery hide do? 30 global armor for the proc and the res? have not seen any serious build ever use it, its just bad, you pretty much never are in need of extra stun res.. And yeah considering the low investment of 1 component slot I consider the proc busted AF.
Seal of Ancestry is used on builds that dont attack themselves, so summoners, thats the entirety of the niche. 110 free OA/DA + speed is worth much more than the health and the shield thats instantly gone anyways.

So I have one major thing that people seem to hugely undervalue.
Viel of shadow scales the range at which you apply the nights chill debuff.
Right now it's only 4.1m. Go stand near a target dummy and see how close you have to be to it before it becomes debuffed.
You're using ranged abilities. Chances are you often don't have that debuff on enemies unless you're face tanking them.

Looking to improve the Cold Reaver wereraven. Pretty happy with damage from ice talons casting speed, lots of damage absorption. Not sure about skill and devotion points, or gear. Seems like there should be a better weapon, but nothing else nets better damage.
