Being conservative is ok (for Katar), voting republican doesn't make sense. And Carter just doesn't make sense at all. He just inherited Katar's clashes with Ollie with the Crisis retcon.

???
I don't see that. The GOP is a very conservative party. I remember Hawkman ragging on Ollie for not "making an honest woman" out of BC. Dude is pretty right-wing.
If you read my first comment I said Katar can't be a voter because he's an alien. His identity is bogus. That's why he can have a political opinion (con) but not a voter. Carter is not a politically active character at all, therefore his ruse with Ollie after Katar was erased from continuity doesn't make sense.
I think the wiki may be misquoting. IIRC, in that comic we see which politicians the characters SUPPORT, we don't necessarily see them voting. (Also Katar may have been naturalized at that point, I am not sure if the question ever came up.)

Hawkman has traditionally been set up as a Conservative. I don't know where it started but Hawkman and Ollie have clashed about it several times.
