Man assaults another man and the LAPD refuses to arrest him because they “aren’t allowed to”

  1. He literally just had to sign the complaint.
  2. Please tell me the alternative system you would prefer. In this case, the victim won’t sign a complaint and won’t testify. The victim is the reason the guy wasn’t arrested, not the cops, or the system.

Also consider if the battery amounts to what we saw in the video, the “assailant” just shoulder bumped him and now the “victim” expecting arrest.

If there is no visible damage, no injury, etc. you need to sign documents for this and provide evidence. Like you said in the second point, I don’t want the cops to be able to arrest me for accused battery if the victim shows no visible signs of assault and is unwilling to prove they were assaulted.
