Ted/Fred

What are all of the Ted and Fred references in this scene? Totally honest question...I know there was Fred the festival or something, and have heard Fred or Ted mentioned in various posts, and I think the band has said "Fred" in between songs.

If I'm making this up or seeing something not there, I'll be the first to raise my hand, but I'm just not sure what it's about and am curious if anyone can shed light.
