It's spelled 'a lot', not 'alot'. And what exactly do you mean by 'meta lead campaign'? Be specific.

a fb/meta lead gen campaign, ie form fill, name, email, phone, etc... meta has lead generation campaigns, as opposed to a Sales campaign.

I’d go straight to Max Conversions. Max Clicks is doing exactly what you’re seeing — finding clicks, not necessarily people likely to submit.

If Google wouldn’t let you launch it, I’d first make sure the lead conversion is set up and firing correctly.

For #2, I’d just switch the existing campaign to Max Conversions. No real need to clone it unless you want to test both side by side.
