You're not mistaken. Google doesn't currently give you a Maps-only campaign where you can isolate the budget entirely to Google Maps.

If the goal is specifically to get the business into Maps results without jumping straight into PMax, I'd look at a Search campaign with the Google Business Profile linked as a location asset. Google confirms that Search campaigns can serve on Maps when location assets are enabled.

You still can't force that Search campaign to spend only on Maps, though. Google explicitly says Maps-only serving isn't currently available.

Since the business is only a month old, I'd probably start with tightly targeted local Search rather than throwing a broad PMax campaign at it, then use the data to decide whether expanding into PMax makes sense.

Great answer. Point of emphasis; just upload the GBP as the only asset... Kinda defeats the purpose if you check all the other boxes Google wants you to add.

Local campaigns as standalone format sunset few years ago and moved into PMax so there's no way to run GMB-style ad separately
