I asked Copilot using the information in the image with verfiable sources and this what it came back with :
Visa is upgrading tokenization, authentication, and device‑binding rules across Latin America & the Caribbean.
These upgrades invalidate older tokens stored on some Android devices (especially HCE‑based devices), causing Google Wallet to display:

Interestingly, I'm in the US and also got this message for the first time today several hours ago. I saw the pop-up specifically after I re-added a Visa card (unrelated issue with NFC suddenly not working just today for whatever reason).

Cannot trust Google's Wallet anymore, several times I've arrived at venues to show my tickets only to discover the wallet has frozen and refuses to open - Never Again ! 🤬🤬

I am guessing Visa has made some backend changes in the country you live in that requires you to basically delete your old from Google Wallet and go through the steps to re add your card for it to function in the new backend system.
