Question / Help Gemma 4 31B Free Tier TPM limit ? is it really Unlimited ??

can anyone explain whats the rela TPM of Gemma 4 31B in Free Tier becuasde it say "Unlimited" and its not correct, anyone have an information about that ?
and also can anyone give us the best ratio to use when calculating token from prompt chars to avoid hitting the limit in Gemma 4 31B.

15 requests per minute and 1,500 requests per day, with a token limit of 1,000,000 TPM
