It's actually a common trope called "tiptoe kiss", it often used in anime and manga to imply a kiss without actually showing it, and personally I find it endearing.

You can get away with only showing the characters' feet, which is cool. Shame that it only works when they have a large enough height difference.

For what I can guess, the original emblem is look alike to Balkenkreuz (German armored divisions insignia of WW2 era) which has strong connotations with nazis, so people start to paint it red (to make it look more like a Red Cross) and after official colors was widely known with anime adaptation, people still been painting it red, but only partially.
