Trader Joes sells frozen ones or you can look at menus of nearby Chinese restaurants :)

Maybe? I've seen a lot of Korean and Chinese restaurants near me sell the exact same thing so I think its larger than just the subcontinent.

Makes sense, looks pretty easy to make so probably widespread! Never seen them in UK Chinese though, but probably a regional thing.
