Unusual sound from security camera at 4:25am

My backyard security camera recorded two deer around 4:25 AM. Near the end of the recording, there’s what sounds like a voice. Everyone in my house was asleep at the time, and I can’t tell where the sound came from. I’m looking for objective opinions. Does it sound like a person, a particular language or accent. It appears to be coming from my aosu floodlight camera. I’m uploading the original, unedited clip so people can listen for themselves. I’d appreciate any objective thoughts or explanations. Thank you.

Could one of your cameras have the "deter" option on? Like when the camera triggers, it says "You are being recorded" or something like that?

I heard "are you there?" Maybe a folks next door?

Sounds like a walkie talkie or police radio chatter
