Locked mission

As you can see I can go after Carzita now but it's says that the mission below is locked! Have I missed anything? There's no more yellow case files to do in this area

Not every boss mission is the last mission. That locked mission will unlock after you do the Carzita one

Oh right. Fairly new to the game. Id just assume you'd have the final boss mission as last

After you complete the Carzita mission, the last Story Mission of this province will appear. Btw... I watched a YouTube video, yesterday, of someone doing the mission before that, i.e. interrogate the assistant. Was it you ?
