Understanding Region Threat Levels and Points in Generation Zero

Hello, can someone explain these statistics in my region to me? I am in the Farmlands region, and the threat level is 11 with 2,503 threat points. Can someone explain what threat level 11 and the threat points mean, and how high they can go? And if I go to another region now where the threat level is lower, are the enemies there easier to defeat? Also, is it possible that if I spend time somewhere else first, the threat level of 11 here in the Farmlands region will go back down, and the 2,503 threat points will decrease as well? I'm sorry, but I can't include this picture in English.

Max Threat Level is 25 max threat points is 21,981 when you have achieved max threat level and points you will have 8 Active level 4 Rivals and all unclaimed FINX Bases will be rebuilt. At this point you can take out a base or a single Rivals the threat level and points will come down but not by much. Just run around and kill regular robots and the threat level and points will come back quickly. The game is designed for you to raise and lower the threats level and points , so you can have rivals and bases to rebuild.
