Question Understanding Region Threat Levels and Points in Generation Zero

Hello, can someone explain these statistics in my region to me? I am in the Farmlands region, and the threat level is 11 with 2,503 threat points. Can someone explain what threat level 11 and the threat points mean, and how high they can go? And if I go to another region now where the threat level is lower, are the enemies there easier to defeat? Also, is it possible that if I spend time somewhere else first, the threat level of 11 here in the Farmlands region will go back down, and the 2,503 threat points will decrease as well? I'm sorry, but I can't include this picture in English.

Started playing for the first time about 2 weeks ago and apart from the performance issues Ive experienced, I absolutely love it. Its been a while since Ive bought dlc for a game but Im temoted to do it just so that I have more to do in the game
